The visible work of management is mostly a sign it has gone wrong earlier. Good ones are absorbing things you never hear about.
Plenty of countries manage hospital food that is decent under exactly the same constraints. If it were purely structural it would be bad everywhere, and it is not.

There are also just too many. Naming the mode is a nice ritual that does not address a calendar where six people are booked for something two of them could resolve.
