We should be spending vastly more on stopping the next pandemic, and we will not, because prevention has no photograph attached to it.

@emily the money is not really the constraint, the coordination is. Every country would rather free-ride on somebody else's surveillance system.
Depends whether you believe the money would go where it was labelled. Most of the last round did not.
