We should be spending vastly more on stopping the next pandemic, and we will not, because prevention has no photograph attached to it.

Prevention has the worst possible political shape: enormous cost now, and the only evidence it worked is that nothing happened.
The expected value calculation is not close. It is one of the few areas where the sums are genuinely obvious and we do it anyway.
