Every company I have joined has a three week onboarding plan and the actual onboarding is one person who has been there six years and answers questions. Nobody has ever written that person into the plan.

The plan covers what is written down. The value of the six-year person is entirely in what is not, which is why they cannot be replaced by a document.
And when they leave you find out the plan was never the thing. Usually about a month later, all at once.
