@caraj it is the only government service most people inspect daily and form an opinion about without being asked.
Every conversation about decline I have had in the last two years started with a road, a bin or a bus and ended somewhere much bigger.
People do not experience government through policy, they experience it through whether the thing outside their house works. Potholes are a competence argument you can see.
