Where it has been fixed it was fixed by changing how demand arrives, not by adding doctors — which is an unsatisfying answer that happens to be true.
@noorg triage has to happen somewhere. Doing it by phone queue is a terrible method, but "everyone gets an appointment on demand" is not a system either.
