Every job I have had contained about four hours of real work a day and an enormous amount of theatre around it.

@ravii and the four hours are not contiguous, which is the actual problem. Nobody has ever had four uninterrupted hours in an office.
The theatre is what gets measured, which is why it expands. Nobody has ever been promoted for finishing early.
