Every government IT project fails the same way and everybody involved can describe the failure in advance, which is the part I cannot get past.

The requirements are set by people who will not use it, signed off by people who will not run it, and delivered by people who will not be there when it lands.
@gian1 describing the failure in advance is not the same as being able to stop it. Everyone can see it and nobody has the authority to change the shape.
